TOPIC: Report of Students Eligible for TOPS Enrolled Less Than Full-Time

To assure that your Scholarship and Grant Policy and Procedure Manual remains current, please record this document on your TOPS Bulletin index and retain it with your manual.

Certain students enrolled less than full-time may qualify for an award under the Tuition Opportunity Program for students. The criteria for institutions to qualify such students is contained in the Louisiana Administrative Code, Title 28, Part IV, Section 2103.C, which is quoted below:

"Section 2103.C., Less Than Full-Time Attendance. The LASFAC will authorize awards under the TOPS Opportunity, Performance, Honors and Teachers Awards and the T.H. Harris Scholarship Program for less than full-time enrollment provided that the student meets all other eligibility criteria and at least one of the following:

1. requires less than full-time enrollment to complete the undergraduate degree; or
2. is enrolled in a degree program that defines full-time as less than 12 hours per semester or eight hours per quarter; or
3. requires less than full-time enrollment to complete requirements for a specified course of study or clinical program."

Using the format shown below, all institutions participating in the TOPS Program shall report to the Office of Student Financial Assistance (LOSFA) prior to May 1, 1999, all students who qualified for a TOPS award in accordance with this Section for the 1998-99 fall or spring semesters or fall, winter or spring terms. Records supporting the granting of eligibility to a student under this Section must be retained by the institution for a minimum of three years (LAC:IV ยง1903.F.)

REPORT FORMAT:

The report must include the following:

Report:                    Institutional name; DOE number; Date.

Record:                    Student’s SSN; Last Name; First Name; Middle Initial; Term for Which
                                   Eligibility Was Granted When Enrolled Less Than Full-Time; Major.
