LOSFA Loan Program Memorandum (LPM) L97-4 dated March 27, 1997 advised Lenders and Schools that a new standard of administrative capability established by the U.S. Department of Education requires that a school must participate in the electronic processes that the Department provides at no substantial charge to the school. These processes were to be identified in notices published by the Department in the Federal Register. The Department expected to provide these notices annually.

The September 19, 1997 Federal Register provided the notice of deadline dates for schools to use designated electronic processes in order to meet administrative capability requirements for participation in the Student Financial Assistance Programs authorized by Title IV of the Higher Education Act of 1965, as amended. Attached to this Loan Program Bulletin (LPB) is an excerpt from the Federal Register, which includes the summary information, designated processes and deadline dates, and technical specifications that schools will need to comply with this new administrative capability requirement .
