Processing TOPS Refunds for End of Fiscal Year
To assure that your Scholarship and Grant Policy and Procedure Manual remains current, please record this document on your TOPS Bulletin index and retain it with your manual.
It is imperative that all TOPS refunds for Academic Year 2002 (1S2002, 2S2002, 1T2002, 2T2002, 3T2002), as well as all previous terms and semesters, be received by LOSFA by Friday, May 31, 2002. Refunds for 3S2002 and 4T2002 should be submitted to LOSFA prior to July 12, 2002.
Refunds of current year awards must be received by the end of this fiscal year (2001-2002) to reduce expenditures and enable LOSFA to correctly identify the annual cost of the program. Refunds received outside of the fiscal year in which they were disbursed cannot be expended on awards and must be returned to the state as "Income Not Available".
All TOPS refunds must be returned to LOSFA by Institutional check payable to LOSFA. A detailed listing should include:
The refund check amount must equal the amount from the detailed listing which it accompanies. Do not "net out" refund amounts, but contact us about rebilling for amounts you may retain.
