Act 64 (HB 142 of the First
Extraordinary Session of the 2005 Louisiana Legislature) permits a student who
was eligible for a TOPS Tech Award and qualifies as a Displaced Student as defined
below, to receive their award while enrolled at an eligible Louisiana college
or university during the 2005-06 academic year if enrolled in courses that assist
in the pursuit of a skill or occupation.
Schools should submit payment requests for these students (Status Code 00 or
01 on the Master Roster) using the TOPS Opportunity tuition award amount designated
for the billing institution.
To be a “Displaced Student,” the student must be one of the following:
1. A dependent student who was enrolled as a full time student in a technical (non-academic) program at an eligible Louisiana college or university:
a. On August 26, 2005, and on that date, whose parent’s or court ordered custodian’s domiciliary residence was in Jefferson, Lafourche, Orleans, Plaquemines, St. Bernard, St. Tammany, Tangipahoa, or Washington Parish; OR2. An independent student was enrolled as a full time student in a technical (non-academic) program at an eligible Louisiana college or university and whose domiciliary residence:
b. On September 20, 2005, and on that date, whose parent’s or court ordered custodian’s domiciliary residence was in Acadia, Allen, Beauregard, Calcasieu, Cameron, Iberia, Jefferson Davis, St. Mary, Terrebonne or Vermillion Parish; OR
a. On August 26, 2005, was in Jefferson, Lafourche, Orleans, Plaquemines, St. Bernard, St. Tammany, Tangipahoa, or Washington Parish; OR3. A student who was enrolled as a full time student in a technical (non-academic) program at one of the following institutions:
b. On September 20, 2005, was in Acadia, Allen, Beauregard, Calcasieu, Cameron, Iberia, Jefferson Davis, St. Mary, Terrebonne or Vermillion Parish; OR
a. On August 26, 2005: Delgado Community College; Dillard University; Louisiana State University Health Sciences Center at New Orleans; Louisiana Technical College at Jefferson, Sidney N. Collier, Slidell, Sullivan, and West Jefferson campuses; Loyola University; New Orleans Baptist Theological Seminary; Nunez Community College; Our Lady of Holy Cross College; St. Joseph Seminary College; Southern University at New Orleans; Tulane University; University of New Orleans; or Xavier University OR
b. On September 20, 2005: McNeese State University or Sowela Technical Community College.
